Did you know? The current UK government has created an Office of Tax Simplification (OTS). Let's hope it works! Previous governments, alas, have not had much luck reforming a complex tax system.
With these thoughts in mind, (which inevitably are commonplace whenever you contemplate matters of tax) it's refreshing to discover a book on tax that is readable, erudite and informative.
The purpose of this book, says author Keith Gordon, 'is to discuss some of those instances where the peculiarities of a particular occupation give rise to specific tax rules.' This therefore is an ideal, if not indispensable work of reference for practitioners charged with understanding client occupations and the general tax treatment applicable to each.
And what a diverse range there is, of occupations under this special scrutiny. Published recently by Bloomsbury Professional, this book discusses each line of work in turn, in alphabetical order, from aircraft and ship crews, barristers and barristers' clerks, to sports stars and entertainers (for whom many of the rules overlap) to sub-postmasters, not to mention artists and writers, lorry drivers, ministers of religion and, yes, politicians.
Additionally, some chapters are non-industry specific, dealing with certain areas of the legislation, including anti-avoidance, beneficial accommodation rules, PAYE and, in the author's words, 'the ever-vexed question of status between self-employment and employment'.
With a reputation well established over the last three editions, this latest fourth edition has been updated to include a number of expanded chapters and two new ones. One deals with portfolio workers, for example, who have more than one occupation whether or not in the same sector, whether employed or self-employed, or a combination of the two.
The second new chapter examines provisions that the HMRC might treat as income as well as capital gains. Other new material covers fishermen, mobile workers and independent contractors.
A particularly useful feature of the book is the number of appendices, seven in all, containing handy tables which indicate when and where to find further advice in, for example, HMRC manuals and other occupation-specific HMRC publications.
Also note for your further research the extensive tables of statutes, statutory instruments, cases and other material, plus a detailed index at the back of over thirty pages.
So here it is: a definitive and reliable guide which certainly goes a satisfying distance in de-complicating an often complex area of practice. If you're in any way involved with matters of tax, you should acquire this book as a matter of urgency. The law is stated as at 1 March 2012.
